Discover Magazine could afford to spend that much money just on the appearance of their site.  Everyone wants their site to look nice (we want that too), but an attractive, clean design can be had for a lot without spending a lot of money.  Remember, more time to get a specific look will require lots of template design and testing.  Let's avoid that unless you really want or need that.  History has proven that the best web design is really a simpler and straightforward.  Some popular artistic looks are actually quite confusing to use.
